KMOP, in collaboration with the Center for Intercultural Dialogue (CID), has published a comprehensive Needs Assessment Report as part of the PRECYOUS project — marking a significant milestone in advancing youth empowerment and inclusive policy-making in North Macedonia.
The report offers a detailed analysis of the main obstacles hindering the participation of young people and civil society organisations (CSOs) in decision-making processes at both local and national levels. Based on desk research, surveys, and focus group discussions conducted in the municipalities of Kumanovo and Lipkovo, it sheds light on persistent challenges such as limited access to decision-making platforms, low awareness of policy mechanisms, insufficient advocacy skills, and the impact of cultural and political barriers —especially for women and ethnic minorities.
Yet, the findings also point to clear opportunities for progress. The existence of active youth centres, the engagement of motivated local actors, and the alignment of national priorities with EU youth strategies all provide a strong foundation for building more participatory and inclusive governance structures.
To overcome the identified barriers, the report recommends a set of targeted actions, including capacity-building programmes focused on policy engagement, advocacy, and negotiation skills. It also emphasises the importance of enhancing institutional and digital consultation platforms and fostering stronger collaboration between young people, CSOs, and local authorities. Crucially, it calls for the implementation of existing youth participation policies and the allocation of dedicated budgets to support youth-led initiatives.
Funded by the European Commission (EuropeAid/170537/DD/ACT/MK), the PRECYOUS project promotes youth empowerment, social inclusion, and resilience to violent extremism, using sports-based engagement and civil society capacity development as key tools for change.
